In the days when the Temple stood, they celebrated the time when G-d judges the world for rainfall. This was the Nisuch HaMayim. They would draw water from the Pool of Siloam and have a procession up to the Temple. People would play cymbals, harps, lyres, and drums. Even the most pious would dance. It was said that if one has never witnessed the water drawing ceremony, one has never witnessed true joy.
